HintergrundDie im Bereich der Entwicklungspolitik tätigen Organisationen in Österreich haben sich bisher wenig um die Einbeziehung der afrikanischen Diaspora bemüht. Im Vergleich zu anderen Ländern wie beispielsweise Frankreich, wo unter der Bezeichnung „Co-Développement“ bereits eine Zusammenarbeit besteht, die die stärkere Einbeziehung von Menschen unterschiedlicher Herkunft gewährleisten soll, gibt es in Österreich bisher keine vergleichbare Entwicklung.Im Gegenteil, es scheint eine tiefe Kluft zwischen den Erwartungen und Vorstellungen der afrikanischen Diaspora an und von Entwicklung und jenen der im Bereich der Entwicklungspolitik tätigen Organisationen zu existieren. Daher setzt sich die Veranstaltung zum Ziel den Ist-Zustand der europäischen Entwicklungspolitik näher zu beleuchten und Ursachen für diese Kluft mit EntscheidungsträgerInnen, ExpertInnen und VertreterInnen von MigrantInnen-, Diasporaorganisationen und NGOs zu diskutieren. Anhand der Vorstellung von „Good-Practice“ Beispielen von internationalen und nationalen Organisationen, die im Bereich der Migrations- und/oder Entwicklungspolitik tätig sind, sollen neue und innovative Konzepte präsentiert und diskutiert werden. Die Tagung bildet einen Auftakt für einem strukturierten Dialog, in dem  neue Konzepte für die Annäherung der beiden Politikbereiche in Österreich entwickelt werden sollen.WissenschafterInnen und ExpertInnen aus den Bereichen (Entwicklungs-)Politik, Kultur- und Sozialanthropologie, Migrationsforschung, Gender- und Rassismusforschung geben in zwei Panels Impulsreferate und Statements zu den Themen „Die europäische Migrations- und Entwicklungspolitik“ und „Partizipation der afrikanischen Diaspora in der Entwicklungspolitik“ und diskutieren im Anschluss mit dem Publikum. In einer Abschlussdiskussion werden Möglichkeiten und Wege der Umsetzung von neuen und innovativen Konzepten in Österreich diskutiert.

 

Die Tagung wird von der Afrika Vernetzungsplattform (AVP) und dem Wiener Institut für internationalen Dialog und Zusammenarbeit (VIDC) im Rahmen von Ke Nako 2011 (www.kenako.at) durchgeführt.

Background

Vienna’s VIDC and the ÖGFSE invited three panelists to discuss and explain a very controversial topic in the European civil society: development policy and development aid.The speakers present an African, European and academic perspective on aid and development. The range of topics includes the African perception of 50 years of western engagement on the continent, the European difficulties of agreeing to a common policy towards Africa and the analysis of the difference between intention an reality on the ground from an academic viewpoint.

In the Q&A Session the question arose, if development and aid may have negative effects on the African economy. Furthermore, the panelists discuss the influence of new players in Africa like China, Brazil and other developing countries. These countries provide the African population with new opportunities and alternatives to the Western approach on aid and development.
