<h3>Background</h3>
<p>Peace and stability are essential preconditions for a sustainable and democratic development in regions in conflict and fragile states.</p>
<p>This is a preferred formulation of developmental organisations. At the same time many military interventions are conducted under the pretext of advancing democratic structures and human rights. Protecting human rights is formulated as the primary goal of civil-military initiatives.</p>
<p>At the conference the panelists try to explore which role the development policies have during humanitarian civil-military interventions and if therefore the human-rights approach is reflected in development projects.</p>
<p>Taking the Western Balkans as an example the panelists debate how democratization and the human-rights apporach have been pushed following the state-building. What is the status quo regarding the rights of minorities, equality and basic human rights today? Which initiatives will be required?</p>
<p>Afghanistan serves as an example for a discussion about civil-military cooperations in armed conflicts. Which tasks do developmental  NGOs take on? Is it possible to resolve the dilemma of independence and coherence of NGOs? Which role do local communities assume during the development of the democratic process?</td>

<h3><strong>Hintergrund </strong></h3>
<p>Frieden und Stabilität sind unverzichtbare Voraussetzungen für eine nachhaltige und demokratische Entwicklung in Konfliktregionen und fragilen Staaten. So oder ähnlich wird das gerne von entwicklungspolitischen Organisationen formuliert. Gleichzeitig werden heute aber auch viele militärische Interventionen unter dem Vorwand der Forcierung von demokratischen Strukturen und Menschenrechten legitimiert. Der Schutz der Menschenrechte wird als primäres Ziel der verschränkten zivil-militärischen Initiativen formuliert.</p>
<p>Die Tagung geht den Fragen nach, welche Rolle der Entwicklungszusammenarbeit bei humanitären zivil-militärischen Interventionen zukommt und ob sich der menschenrechtliche Ansatz in der Folge auch in den Entwicklungsprojekten widerspiegelt.</p>
<p>Am Beispiel des Westbalkans wird erörtert, in wie weit die Demokratisierung und der menschenrechtliche Ansatz in Folge der Staatenbildung vorangebracht wurden. Wie stellt sich der Status Quo in Bezug auf Minderheitenrechte, Gleichberechtigung und grundlegenden Menschenrechten heute dar? Welche Initiativen werden zukünftig benötigt?</p>
<p>Das Beispiel Afghanistan dient der Diskussion über zivil-militärische Kooperationen im bewaffneten Konflikt. Welche Aufgaben nehmen hierbei die entwicklungspolitischen NGOs wahr? Kann das Dilemma von Unabhängigkeit und Kohärenz von den NGOs aufgelöst werden? Welche Rolle übernehmen lokale Gemeinschaften beim Demokratisierungsprozess?</td>

<p><strong> </strong>In her first lecture to a European audience, Arshi Saleem Hashmi  presents a more balanced picture of the Pakistani society and politcal  spectrum than usually shown in the different media channels. When it  comes to Pakistan, the first associations are usually Islamism,  Tribalism, Ethno-Nationalism and Secularism.</p>
